## Source Rules For This Issue

- Separate OUD, AUD, stimulant-use disorder, serious mental illness, co-occurring disorders, homelessness, and crisis response.
- Use national estimates for baseline scale, but do not infer local capacity from national totals.
- Treat involuntary treatment as a legal, ethical, clinical, and capacity question.
- Do not treat a hotline, mobile team, or court order as treatment unless a real service destination exists.
- Treat community integration and least-restrictive placement as core rights constraints, not decorative language.
- Separate the possible effects of court authority from the effects of enhanced services, priority access, case management, housing, and follow-up.
